Hello and welcome to HCM,

I read your query and understood your concern.
You seem to have gotten a frost bite during the brief exposure to cold. The pain that you experienced while pouring warm water was due to reperfusion when your blood was trying to recirculate.
Loosely apply dry dressing over the affected part, and dont rub the affected area.
Take oral antibiotic like erythromycin/ cefixime and pain killers like ibuprofen twice daily. Apply topical aloevera cream, and antibiotics like mupirocin/ fusidic acid.

To hasten the recovery, consult a medical officer and get the debridement done.

Hope I helped
