It is not clear in your history that whether these papule are one or in multiple in number . May be ulcer or pustule , so it is very difficult to establish any diagnosis merely on the basis of this short history .
But one thing , I can say that these papule or pustule are not a sign of HIV.
However , these signs may be due to STD , these include :
1 Human papillomaviruses, as this is most common among STDs after
syphilis and
gonorrhea ,but your signs are an indication of human papillomavirus . Diagnosis can be confirmed by smear from these pustule or papule.

Donovanosis , ulcergranulomatous :most common type , painless beefy red ulcer . Diagnosis can be confirmed by direct visualization of organism in macrophages .

Chancroid , another one such reason.
However , there are so many STDs diseases as may be due to fungus infection .
So in my opinion physical examination will clearly establish the diagnosis .
So consult a physician /
dermatologist and get his opinion.
