Can Conception Happen Here?

I'm 19. My girlfriend and I were messing around a little, but no sex. I got a few drops of pre-cum on my hand so I washed it off with cold water and hand-soap. I dried with a towel afterwards. About 2 hours later I used the same hand to pleasure her. I read a lot of info that's told me there's zero chance of pregnancy due to low sperm count in pre-ejaculatory fluid, sperm-killing conditions created by soap and water, and prolonged exposure to air while completely dry. Is there anything I should be worried about or am I just spooking myself?

You are definitely just spooking yourself. Based on what you are describing, there is absolutely no way that this would lead to a pregnancy. Pregnancy requires a large volume of sperm / semen directly into the vagina where it can get to the cervix at the top of the vagina.
