Can A Tiny Lump Near Anus That Hangs Down Be Dangerous ?

Hi
I have a tiny lump near my anus. It is skin colour although not an exact match. My best description would be like a rice krispy. It is not tight to the skin. It kind of hangs downs. It does not hurt to touch or squeeze. There is no pain, puss, blood etc. I am tempted to cut it off with nail clippers but I'm sure that will hurt.

This area is quite common to get infected very easily because of sweating and high bacterial proliferation. Do not try to even touch or pinch the area as can cause more aggravation of the problem and spread of the infection.
