Hi

You seem to have developed a viral infection of the lips which is herpetic infection .
You should not apply panderm cream over it since it is an otc cream containing a strong steroid . It might just flare up the problem as well.
You need to keep the affected area clean and dry .
Apply a topical antibiotic cream like neosporin over the affected areas twice a day .
You might go addition need to take oral antivirals for which you should see a nearby dermatologist for confirmation of the diagnosis and thereby further management .
