Bumps On Penis, No Pain Or Itchiness. Help

Hi,
About a month ago I noticed a small cluster of bumps on the head of my penis near the rim that were the same color and feel of the rest of the head. No pain, no itchiness, no crusting of the skin. It slowly went away, almost impossible for me to see now. Well about the same time those bumps were disappearing, I noticed a few small patches of my skin on the base of the shaft turning shiny. The patches are normal flesh colored only slightly more pale than the other skin, and sometimes pink, but are ALWAYS smooth and shiny. Again, no pain or itching but still it obviously scares me that I don't know what is going on. Also worth mentioning, I have this uncomfortable dull pain in my penis that SEEMS to be focused close to the tip but am not completely sure.
PLEASE IM DESPERATE!!!

I understand your concerns. I believe that you are having a problem with your genital organs. The problems seems to be from your description to be a very easy dermatological condition that can be cured. I also believe that it could be herpes in which case you can be treated with acyclovir.
