It appears form your problem that you are concerned about the normal appearance of the hair roots. It is quite common to find hair roots apperaing as bumps. You can consult a dermatologist and rule out any other reason for the same. You can apply a mild moisturizing cream over the affected area.

Dermatologist Dr. Johny Chacko's  Response
Welcome to healthcare magic,
It could be lipoma, a benign swelling containing fat. As it is becoming prominent on flexing it means that it is above muscle and below skin, sub cutaneous. It could also be neurofibroma. Both these are benign and it is unlikely to cause harm. Nevertheless get it diagnosed by a General surgeon or Dermatologist.
Hope this helped
Take care
