Blacking Out, Unresponsive, Tingling In Shoulders And Arm, Rib Cage Not Expanding

my niece has been blacking out and becoming unresponsive, she has tingling in her shoulders and arm similar to heart attack conditions, she went to the hospital and they said their is nothing they can do its a rare disease she has something to do with her rib cage not expanding please tell me what this is called. They said there is no mediation and one day she will die she is 18 years old
