Black spots on child's bottom, applied vaseline, spots removed, redness still there. What it could be?

I noticed earlier this week on my childs bottom 2 black spots with light pink around it. My friend told me to put some vaseline on it and i did. I just checked again now and the black spots are gone but the red is brighter and remained there, however the black spot relocated couple inches higher in perineal area. I tried to google but didnt find anything. Anyone knows what it could be?
