Are Bulging Veins In Feet A Symptom Of Varicose Veins?

I have psoriasis and psoriatic arthritis and often have pain in my feet, I now seem to have bulging veins in my feet which are a bit sore and tingling. Are these varicose veins? And if so how can I treat them and does it have anything to do with my PsA? There is also a history of lymphodeama in my family.
