9 Year Kid, White Spots On Face, Red After Washing With Face Cloth. What Could Be This?

My 9 year old has had tiny white spots on her face for the last 2-3 weeks, since we moved to Spain. We washed her face with a face cloth last night (the first time with a cloth) and now the spots have turned red. Is it an allergy? Or the start of acne? She is slim and eats very healthily - mainly a vegetarian based diet. We have stopped giving her dairy milk and now she just drinks oat milk.
