Possibility of congestive heart failure is more likely.
She has been already prescribed diuretic.
So continue with oral diuretics.
If swelling worsens then she might need injectable diuretics.

Has she tested for these?
Anemia (low hemoglobin) and hypoproteinemia can cause weakness and swollen legs.

And prescription is also not visible fully. It cuts from left side.
Send me full picture of prescription so that I can see 2d echo report if written in the sides.
