Brief Answer:
Yes,you should start Levothyroxine treatement.

Detailed Answer:
Hello and thanks for asking.
I have gone through your question.

Your thyroid function test result show hypothyroidism.

Hypothyroidism is a condition in which the body lacks sufficient thyroid hormone. Since the main purpose of thyroid hormone is to "run the body's metabolism," it is understandable that people with this condition will have symptoms associated with a slow metabolism.(You didn't mention if you have symptoms related to your actual low thyroid.)

Anyway my answer for you is:Yes,you have mild hypothyroidism and( especially if you have hypothyroid symptoms )you need to start thyroid hormone replacement therapy.
In general, hypothyroidism can be adequately treated with a constant daily dose of levothyroxine (LT4).

The treatment goals are to reverse clinical progression and correct metabolic derangements, as evidenced by normal blood levels of thyroid-stimulating hormone (TSH) and free thyroxine (T4).

You have mild hypothyroidism and for most cases of mild to moderate hypothyroidism, a starting levothyroxine dosage of 50-75 µg/day will suffice.
After 6 weeks of Levothyroxine therapy you should repeat the thyroid tests(TSH,free t3 and free T4)and the dose will be adjusted until your TSH is in target range.

Hope this is helpful.
If you have other question feel free to ask.i will be happy to help.
Best regards.
