What Do Red And Itchy Patches On Legs Indicate?

Question: I have multiple patches of red, rough, itchy skin localized to my legs, especially behind my knees. The patches are spread over both legs and some include a scab. I work indoors and have not been stung by a bee, wasp, mosquito, or fire ant. I know what reaction I would typically have if these were flea bites. The only other symptom is fatigue.
