What Do Brown Spots Under The Breasts Indicate?

Question: I have lots of brown spots under my breasts. My breast are not small and I live in FL. They could be dirty spots. I would like to try and clean them off but do not know what to use. Thanks!

Are they itchy? Please tell me a bit more when and how did they develop first?
