Brief Answer:
It could be smegma or fungal deposits

Detailed Answer:
Hello XXXXXXX

Since when have you noticed the deposition? Was it not there earlier?

It is normal to have some whitish deposition under the foreskin called smegma. One should clean it daily. With your history of Diabetes it will be better to have it checked by a Doctor or a Dermatologist to rule out any fungal growth which can be done with cultures. It would be important to start treatment for the deposits if there is infection. Do not worry. It should be alright once you have a course of anti fungals if your Dermatologist advises.
