Question: Today is Sunday. While I was gone this weekend, my husband had weakness and incordination in his his right arm, then it got better, and now is almost back to normal, His right eye is also slightly blurry. Unfortunately, he didn't go to the doctor. Should we seek help right now or can it wait until tomorrow?

It is caused from stenosis of cerebral artery. Anyway your husband should feel lucky because it has been a transitor ischemic attack.
