Question: Hi there is a vein which seems to have appeared on top of my penis ...there are small veins visible on the left side of penis as well...though there is no pain or discomfort ...but these veins have suddenly appeared from past 1-2week pls advise

Possibility is varicose veins which is common on left side. The reason is that the left testicular vein drains directly into left kidney vein and so the blood has to travel a long distance against gravity increasing the chances of varicose veins.
However, a Physical examination is mandatory to assess this, since there are variety of other causes that needs to be ruled out. A color doppler study is a useful diagnostic test to know the actual cause. Urologist visit personally is must.
