Brief Answer:
infection, non infectious cystitis, diabetes, enlarged prostate

Detailed Answer:
HI, thanks for using healthcare magic

Frequent urination and urgency even without burning can be related to different possible causes including : (1)infection of some aspect of the urinary or genital tract

This can be assessed by a urine analysis at the doctor's office.
The infection can be at any aspect- cystitis (bladder), prostatitis , urethritis (urethra) etc

(2)non infectious cystitis- irritation of the bladder , not related to infection

Can be caused by side effect of some medication, autoimmune disease such as lupus or rheumatoid arthritis

(3)enlarged prostate but this would be unusual at his age

(4)diabetes

To determine the cause, he would need to go to his doctor for assessment.

The assessment would include physical examination of the abdomen, external genitalia, urinalysis, blood tests possibly (if urinalysis shows likely infection may not do bloods but just treat with antibiotics)

I hope this helps, feel free to ask any other questions
