Question: how come i cant lose weight no matter what diet or exercise i do?

I can understand your concern.
I like your one liner query which says it all.
By now you definitely must have tried and used all the suggestion and applications.
That makes it a very difficult question to answer, because you have tried every thing.
As the age progresses our Basal Metabolic rate reduces, so the resting calorie requirement of the body also reduces..
On top of it, you seem to be have been doing a lot of exercise, in that case body becomes so use to it that it hardly burns any calories(less as compare to earlier.).
So if you can increase your timing and work done during exercise might help you.
Hope you have got your thyroid function test done, if not get it done , as it may further reduce your chances of loosing weight.
Low calorie and high protein diet. small frequent meals, and plenty of water are key to success.You can consult a dietitian for the same.
Avoid alcohol, or any other drug if at all you are using.
