Brief Answer:
Might be Epididymo orchitis, hydrocele, vericocele and UTI

Detailed Answer:
Hi
Welcome to HCM
I have gone through your query.
It is difficult to diagnose without examination. Kindly upload the pictures for better assessment.
Since how long you have been having this pain? Is there any swelling in the groin?

Based on the information it might be Epididymoorchitis
This causes typical dull aching pain which does not go away. It is often tender to touch. Inguinal hernia is also a close differential diagnosis however since you have not mentioned any swelling in the groin reason it is less likely.
Enlarged scrotum is also noted in hydrocele and prominent veins at the bottom need to be examined to rule out varicocele.

This can be confirmed by examination, so I would suggest you to see surgeon for examination and run some investigation if they feel it's requirement post examination.

Do you have burning micturation, cloudy urine might be due to urinary tract infection, I would suggest you to go for urine routine investigation and also drink plenty of water.
This provisional advice provided by me is based entirely on the input provided to me. I would suggest examination by the doctor.

Please mention more details so that I can narrow down my diagnosis and assist you further.

Hope this helps.
Take care.
