I am Dr Ramadevi Wani. I will be answering your concerns today.
Since how long you have this swelling? Does it increase in size with prolonged standing? Do you have a dragging sensation in the groin? Did you first notice it in the lower part or upper part of labia.
Since you do not mention anything about pain, itching, discharge in my opinion it could be one of the following:
1. Inguinal hernia- YES HERNIA IS A POSSIBILITY. It is a protrusion of peritoneal sac. It occurs due to weakness of abdominal muscles. It is first seen in the medial side of groin. It gradually extends into labia. It may sometimes contain loops of intestine. It increases in size with prolonged standing.
2. Bartholin cyst /labial cyst--It occurs due to blocking of duct of the gland. It is first seen in the lower part of vagina. As the secretions increase it can increase in size.
3. Vericosities in the labia-In this case you would also have vericosities in the leg /thigh too.
4. Lipoma-This is unlikely in your case as this usually does not increase in size dramatically in a short period
5. Very rarely it could be a mesenchymal tumour ( connective tissue tumour) or smooth muscle tumour.
I advise you to see Specialist Gynecologist with interest in vulval diseases. On examination it is easy to diagnose bartholin cyst, lumps of varicose veins and lipoma. The gynecologist who did the tubal ligation would have diagnosed these easily. So I don't think it is one of these. If your doctor rules out these possibilities, you will need ultrasound and MRI to diagnose other possibilities like hernia and tumour. If it is hernia, it needs to be repaired by surgeon.
Since you did not write about pain, itching, discharge, it is not abscess, infection or allergic dermatitis.
If you had consulted the specialist before your tubal ligation, it would have been diagnosed and both surgeries could have been done at the same time.

From your notes I am of the opinion that it is hernia. Just examination by surgeon is enough to diagnose this. Does it increase in size with coughing while standing. If so then in all probability this is hernia. They may request ultrasound or MRI.
Lap Chole that you did past september has no relation to this. Don't worry.
