What Causes Small Red Bumps On Penile Shaft?

Question: small red bumps nearly circumferenced my penile shaft close to the head about 3 weeks ago. They were small and never had any fluid at all. About a week after they appeared, They became very dry and flaked over. There was never any pain or discomfort but after it dried, their was some slight itching occasionally.. after the skin flaked off, it looked like small bug bites and the surrounding area very red. Its been 3 weeks now, and not much has changed except the red areas are now slightly raised and somewhat shiney in appearance.. still dry and somewhat itchy, but not really flaking. I went to the doctor on day 2 when they first appeared and he said he couldn't take a culture because the bumps were too small and had no fluid. it doesn't seem to be healing, and now several more red bumps have appeared like the first ones.. I do have HPV, but this doesn't go with the symptoms.. could this be HSV? The first picture is from 3 weeks ago, and the 2nd picture are the bumps that just appeared.

I have gone through your query with diligence and would like you to know that I am here to help. From the uploaded images it looks like a fungal/yeast infection to me, and not really like HPV symptoms but I need some more information ; also I do not see a second picture and so I do not know which image I am seeing (the current presentation or how it was 3 weeks ago, so please explain).

I also have a few questions for you sir, please do take some time out to answer them:

1. Did you have sexual contact in close proximity (a day or two) prior to the appearance of the symptoms?
2. Did you masturbate in close proximity to the appearance of the symptoms (a day or two)?

3. If your answer to 1 or 2 is a yes, then do let me know how well you washed up after either of these acts? Whether you slept with the ejaculate, or did not clean or dry up after?

4. Is it hot where you live? If so, does your groin region sweat often?

5. You are circumsized from the picture which is a good thing, but how often do you take a shower?

6. How often do you change your inner wear?

7. Do you leave your genitals wet after cleaning up?

The first picture is the initial one from 3 weeks ago, and the second picture is what arose yesterday. its also what the original ones looked like in the beginning. I honestly don't remember if I had sex within 2 days of it, but I am sexually active. (2-3 times a week) I haven't had sex since this arose tho. I masturbate regularly, so that is likely a yes. I sometimes shower directly after, but often times I just wipe off with a towel or shirt. It has been very hot here in Kansas City, and I recall mowing the grass the day before this originally happened in jeans because the ticks are bad so I didn't want to wear shorts.. it was especially hot and humid this day.. sweated profusely. Usually sweat in that area is around legs/testicles. I shower daily, and always after I mow or jog. Underwear changed with showers. I've been trying to dry off better, because I don't always dry off as good as I should. I thank you for your help.

As suspected, from the images and from the details provided by you it does seem like this could be a case of male candidiasis. The treatment of which along with my recommendations are the following:

+One tablet of fluconazole 150 mg (e.g. diflucan), only one tablet to be taken once
+Keep the region dry at al times, if you sweat then please carry an extra change of inner wear
+Avoid sexual contact and masturbation until I say so (write to me once the course of treatment I advise is over)
+Topical application of nystatin cream over the region (to be cleaned and dried prior to the application) and to be applied twice a day for 10 days; or topical cream imidazole (also the same dosa and instructions of application)
