Brief Answer:
This could not be cancer.

Detailed Answer:
Hi,
Welcome to healthcare magic.
I had gone through your question.
I can understand your concern.
Shouting or screaming could cause damage to mucosa of voice box and throat. This could lead to hoarseness and sore throat. Shouting or screaming could also lead to submucosal bleeding. This could be the reason for the small growth like thing you are noticing. Nothing to worry. This could not be cancer. Don't worry.
I recommend the following.
1) Voice rest. Counsel him to avoid shouting and screaming.
2) Adequate water to hydrate mucosa.
3) Avoid giving him spicy food.
4) Analgesic like tablet paracetamol for pain.
He will be fine.
Hope I have answered your question. If you have any questions, I am happy to help.
Wish him a good health and speedy recovery.

Thanks for the follow up.
I had gone through the images. Nothing to worry.
The images shows the congestion and lesion you mentioned contains clear fluid. As I said all these could be due to shouting or screaming.
Kindly follow my suggestions given earlier.
