Question: I have a bunch of small eruptions, like blind pimples on my scalp. Some are tender, some itch.I tried alternating dandruff shampoos but no change.

If I was your treating doctor I would recommend you to use a ketoconazole shampoo twice weekly and apply topical antibiotic like neosporin ointment or fusidic acid cream on the affected areas twice daily.
Also for better results I would recommend you to take capsule doxycycline 100 mg once daily for 2 weeks.
Oral antibiotics are prescription drugs and you need to see the doctor in person to get them.
