Brief Answer:
PLease, let him visit a doctor for exmination and maybe testing.

Detailed Answer:
Hi and thank you so much for this query.

I am so sorry to hear about what your husband has reported. With him having pains and noticing a blood drip, I will suggest that he gets examined to pinpoint what the possible cause is and address accordingly. Is he having any changes in urination like week stream, frequent urination in small quantities, etc.? Has he also reported any blood in his urine?

A primary care doctor at your earliest convenience would be a great way to start. If there is need for referrals, he would be referred to the necessary specialist.

I hope this provide some guidance on how to go about this. I wish him well and feel free to ask for more information and clarifications if need be.
