Question: Right side lower neck can see a slight pulsation? Is that artery or vein? Is that normal?

There are blood channels carrying blood from the heart to brain. These are called carotid arteries and are one on each side. The common carotid artery pulsations can be felt at the root of nose and is more prominent in thin individuals. It is likely that you are seeing this pulsation.

This pulsation is normal if seen as a low intensity and the same since months or years. If this pulsation is more visible since past few weeks or months and is getting more prominent with time then I suggest you consult your doctor and get a carotid artery Doppler done if required after clinical examination.
