Hi

I understand your concern regarding your skin problem and I hope I am able to help you in the same.
Itchy and flaky scrotum could be due to either a fungal infection or due to neurodermatitis.
It needs to be managed by continuous application of anti fungal agents ,sometimes in combination with topical steroids .
He should avoid touching or scratching the area.
Blood in bowels could be due to fissures ,haemorrhoids or it could even be suggestive of any other intestinal problem ,so it necessary that you see your treating physician and discuss regarding this issue and get the necessary investigations done .
