Brief Answer:
Better to get evaluated

Detailed Answer:
Hi,
Thanks for the query.
I understand your concern.
During early years of menarche some amount of irregularly in periods can be seen.
But as she is having longer menstrual cycles even three years after menarche and having pain during periods, better to get evaluated.
The possible causes of menstrual irregularity at this age are general conditions like anemia, weight changes,
polycystic ovary disease, gonadal hormonal imbalance, thyroid hormonal imbalance, prolactin level changes etc . By clinical examination and by investigations like ultrasound, gonadal hormonal profile, thyroid hormonal profile, prolactin levels, hemoglobin and blood sugar levels estimation etc, the possible cause of her problem can be identified and treated.
So, let her consult your gynecologist and get evaluated.
Take care.
