Brief Answer:
dont worry it is normal

Detailed Answer:
Hi.
Thanks for writing to health. care magic.
T3 and T4 reports are normal.
Now coming to TSH which is usually increased after birth may take one or two months to come down to below 5.5. Your baby being a preterm may take few weeks more till TSH comes to the normal range.
It is already showing a declining trend which is the usual natural process.
Don't worry. No need for any thyroid medications.
But I would advice you to repeat the test after one month to make sure the TSH has entered normal range.
Wishing your baby good health
