What Causes Fluttering Sensation In The Right Side Of The Neck?

Question: Having fluttering sensation on right side of neck for last 3 days since getting a CT scan (possible TIA).
50-60% blockage in R carotid.
Left carotid had endarterectomy, clean.
What is going on?
