What Causes Clear Raised Buble Under Tongue

Question: I felt something that was causing a sensation of having a dry area under my tongue. When inspecting in the mirror I notice a clear raised bubble on the on the skin. Upon messing with the area, that bubble broke free leaving only a vet small red spot. In a matter of ten minutes that same area sort of started to raise again. This time there is perfect white ring around the area. It's not causing any noticeable pain. Is this a blister, some sort of infection. Any suggestion?

As you describe, it seems like you have got a mucocele/mucus retention cyst on the floor of mouth.
This is a benign harmless cyst caused by blockage of minor salivary gland ducts. Manual drainage by popping the cyst will cause recurrence.
So, to cure the condition, the cyst need to be excised along with the affected gland; This is a minor procedure done under local anesthesia. A general surgeon can help you.
