Question: yes I have what appears to be a blister that is hard to the touch a nd itchy to child also had one in airpit area .

Topical antibiotic and oral antihistaminic

Detailed Answer:
I have the attached photograph and it looks like folliculitis which is inflammation of the hair follicle.
I would recommend you to apply topical antibiotic like mupirocin cream or fusidic acid cream on the affected area twice daily and take antihistaminic like tablet Cetrizine 10 mg once or twice daily depending on the intensity of itching.
Topical antibiotics are prescription drugs and you need to see the doctor in person to get them.
