i couldn't understand your question. would you please elaborate what a frenula you are pointing at? are you using it in medical or nonmedical terms?

The condition you describe is hydrocephalous, which is often associated with neural tube defects which are almost always due to prepregnancy folic acid deficiency. AT 3 months age, the primary concern/development delay with this child should be addressed by developmental pediatrician and occupational therapist earliest possible.
