Brief Answer:
Possibility of seabceous cyst

Detailed Answer:
Thank you. I have reviewed the Image.

Seems like it is a cyst i.e sebaceous cyst.
Scrotum is a common site for sebaceous cysts. Trying to pop it may have caused it to have a bruised appearance and hence looking bluish black in the image.
Does it feel soft or firm?

Brief Answer:
A differential diagnosis of dilated vein could be considered.

Detailed Answer:
Hi.

If it is soft and compressible, i would also consider another possibility of a dilated vein i.e varicosity specially considering that it is a bluish black lesion. A doppler ultrasound of this region would clarify whether it is a cyst or a varicosity.

Brief Answer:
Seems like an ingrown hair or infected cyst which is now resolving

Detailed Answer:
Hi.

In this image I can see some desquamation/ peeling happening over it. Looks more like an ingrown hair Or may be an underlying cyst which got infected and is now resolving.
Unlikely to be a venous dilation.
