Brief Answer:
probably not a hernia

Detailed Answer:
Hello and thank you for your question.
It would be good for you to get a rectal exam and probably a barium enema or colonoscopy to determine what is going on. You may have some sort of rectal prolapse or other problem that is not allowing the stool to be evacuated properly. See your doctor as soon as possible for a referral to a gastroenterologist to sort this out. In the mean time, make sure you keep your stools soft by drinking plenty of water and avoiding caffeine and alcohol. If you take medications that are drying you may want to discuss changing these with your doctor. Also make sure you are getting enough fiber in your diet and avoid taking laxatives.
Use enemas for severe constipation instead of laxatives if needed.
Please let me know if you have further questions.
