Brief Answer:
UNlikely to be diabetes

Detailed Answer:
Hi
I am Dr MIttal
I will be answering the query for you
The fact is that diabetes can affect any part of the body.
And when there is neuropathy, these symptoms of burning can happen.
However, the neuropathy also develops in other parts.
So if you have only tongue and lips affected, its unlikely to be diabetes.
Besides the best control for these things in diabetic neuropathy is a good control of sugars. And I think you should do that anyways.

Another common cause of these things are lack of vitamins. They present with the same complaints and vitamin deficiency are quite common in diabetics. I therefore suggest a course of vitamin B amd vitamin D supplementation, along with calcium supplements.

I would also suggest a nerve conduction study of the face.

I hope that the information helps you.

Best of luck
