Question: I recently had an encounter with a girl I don't know. While my penis was exposed she rubbed up and down on it with her vagina. The head never touched not went in. And she was wearing a thong but parts of her vagina were exposed. What are my chances of getting an std.

This is a low risk encounter. Sexually transmitted infections are most likely to occur when there is penetration of the penis into the vagina and an exchange of body fluids. If she had some form of skin related STI such as herpes or genital warts and she had an open lesion that you touched, then that would be possible for you to contract it from her.
I think your risk is very low but I do recommend that you use condoms in the future and consider going to be tested for sexually transmitted infections just to make sure that you have not contracted any disease.
