As detailed below.

Detailed Answer:
Hi.
Thanks for your query.
To recapitulate: Male/53 - circumscribed - fighting yeast infection with Ketoconazole on it - general warts along the left side of penis and scrotum - skin on the shaft of penis is swollen - > only a ring around about 1/2 thick the circumstance of the shaft - just below the head ..
Noted the history well and understood your concerns.
Please give additional information for me to assist you better:
Since when is the swelling present?
Since when are the warts and yeast infection?
Any history of STD in you and/or the partner?
Do you have any medical problems like Diabetes?
Any consultation with your Doctor/ Dermatologist/ any other Doctors?

Please post clear and focused photographs as they help for on-the spot diagnosis.

The obvious reasons of all your problem looks to be a mixed infection of the penis causing cicatrization and still continued on.
I would advise you the following :
First of all get the blood tests: CBC, Sugar, HbA1c, STD panel if indicated means if there is history of exposure, and as indicated by clinical evaluation and examination by a General Surgeon and/or a Dermatologist.
Urine tests: Routine, Microscopy, culture and sensitivity.
Get a course of an antibiotic, metronidazole for you and your partner if you are sexually active.
Clean the penis with plain water 3- 45 times a day and keep dry with hair dryer.
Apply Liquid Povidone Iodine locally to the whole penis in the day and Ketoconazole at bed time.

Awaiting for your feedback and photographs.

Brief Answer:
As detailed below.

Detailed Answer:
Liquid Povidone Iodine makes the area sterile. This product is non-irritating and will not blister. Kills susceptible bacteria, fungi, protozoa, yeast and viruses to help prevent infection.
I am sure about it as it helps all my patients with similar problems.

Please give feedback on the questions asked and post clear and focused photos for me to assist the best.

Please feel free to ask for relevant queries if you feel that there is a gap of communication.

You can certainly take another opinion, but if you have any doubts you can certainly ask me too.

Oral steroids and Serratiopetidase wold help.

Detailed Answer:
Thanks for your helpful history in details and clear photograph.
Noted about no STD, no partner, no diabetes or any medical problems, warts 5 years - had yeast a month and half ago - swelling for a week but progressively getting worse - Doctor says allergic hence gave allergy medication - nauseated a little bit ...

The Photograph shows the following:
Cutaneous edema of the small foreskin as you have already been circumscribed,
can see a small ring as you had noted in the history.
There is no infection or fungal growth at the moment.
Please discuss with your Doctor and continue the the anti-allergy medication.
A short course of oral steroids can reduced the edema dramatically. This is by it strong anti-inflammatory and anti-allergy properties.
Added anti-inflammatory medication like Serratiopetidase helps a lot.
Actually, morning erection causes the skin band to constrict more causing the edema to persist in such cases.
There is nothing much to worry about, this should settle.
Please get a prescription and I hope you will be fine; please give me the feedback and photos after treatment.
