Brief Answer:
Most probably a fungal infection or an eczema

Detailed Answer:
Hello,

Thank you for using HCM to post your question.

I read it carefully and I understand your concern.

What you are describing can be:
-- Dry skin
-- A contact dermatitis or eczema
-- A fungal infection.

What I would recommend it is this:
-- Tru to not use very hot water to shower, and use a moisturising cream after shower.
-- Drink plenty of fluids
-- The treatment of eczema it is a steroid cream, while the treatment of a fungal infection it is Lotrimin or other cream like it. So seems like you are using both them. I dont know for how long have you been using them, but in general it needs more then 2-3 weeks for them to clear out, especially the fungal infection.
Post a photo if you want me to have a look at it so I can confirm or discuss about other possible diagnoses.

Let me know if you have other questions or concerns.
