Suggest Treatment For Red Bumps On Penis And Itchy Scrotum

Question: starting a few weeks ago I noticed red bumps almost like poison oak / ivy on my penis. They have very slowly started to heal, but over the few weeks my scrotum started to itch and now the last few days it seems to have swolen up and is red and itchy. Also seems to have a slight weeping of clear fluid or moisture, because my underwear is moist when I undress.
