Are you circumcised? Secondly does it pain on insertion?or touch?
It can be due to urethritis , or balanitis ( infection of urethra or glans penis) Some men are like that and very sensitive. You need to desensitise the glans by progressive exposure to stimuli as while taking a shower.

Yes im circumcised and its not painful but when i ever put it in a women i only count until 3 then i ejaculate
