Question: My Sister is, psychotic, sociopath, and bipolar. She is 51 I believe. She hasn't been in any kind of treatment for 5 years, since our mother had a stroke. She has become a horder, and is closed up in a 2 bedroom apartment, with constant panic attacks, and extreem fear of leaving the house, suicidal thoughts etc. Can I check her into a Hospital?

The symptoms that you have stated appear to be of bipolar mood disorder and this will need you to take mood stabilizers and antipsychotics for improvement. Mood stabilizers such as valproate, lithium, carbamazepine and antipsychotics like quetiapine, olanzapine or aripiprazole are good drugs for this purpose.
The treatment needs to be taken for a longer period and she can function as a normal person during the well off periods. In her current state she should certainly be checked in in a hospital. You may take her to Er who can guide you further or you may contact the law enforcement authority if she is resisting to seek help.
