Brief Answer:
Not seems to be a cancer. It is a bacterial infection.

Detailed Answer:
Dr. Hanif warmly Welcomes you!

Thanks for consulting at my virtual clinic. I have carefully worked through your case, and can realize your health worries. Being your physician, I will take care all of your medical concerns.

You seem to be very worried about this problem. Few days back I saw your pictures that you attached but couldn't manage time to assist you.

Well, this isn't looking like a cancer. Diabetic patients are more prone to get skin infections and it happens especially if there is poor hygiene in hairy areas of body and also when the blood sugar levels are not under control. It also appears in areas of skin where patient injects Insulin for type II diabetes.
If the skin is dry and hard (as it looks in the picture, there are more chances of infection of this kind).

You have got Folliculitis and it is a bacterial infection and needs proper care of the area and antibiotics for a full course.

If I was your treating physician I would have prescribed you Clindamycin antibiotic, if not allergic to. Plus take Ibuprofen for pain. Apply Triple Antibiotic Topical Ointment on this area. You will be alright soon.

Have a wonderful time ahead. Hope I answered all of your questions. Let me know if you have any further clinical concerns. I will be happy to get back to you shortly. If satisfied here, please give a five star rating and don't forget to close the discussion.

Brief Answer:
Yes it doesn't seem to be like a cancer.

Detailed Answer:
No problem respected patient.

Your help is my passion. I assure you it doesn't seem to be a cancer. But keep an eye on it. It should resolve after treatment with the antibiotics. If it changes size, color, shape or involves other symptoms with the passage of time in future, then I suggest you to consult a dermatologist for proper evaluation and biopsy. (But you will not need that, and it will get better with treatment).

Do have a follow-up with me after sometime in future about it. I will be there to help you again.
