If this is in regards with virginity, then there is no such thing as a penis seal sir. In women, there exists a membrane called the hymen which tears when virginity is lost, but there are no such signifying anatomical changes in men to distinguish whether or not the individual is a virgin, in simple terms there is no seal sir.

This is normal and happens to many men. To start off with, a few techniques are suggested to help with increased elasticity of the foreskin.

Try pulling your foreskin as much as is possible, for 10-15 minutes each day. The intensity for this should gradually increase with time, to an extent which would help to comfortably retract your foreskin. This is a slow lrocess and can take a few months for results to be seen. You could also use a sterile lubricant like vaseline on the surface of the foreskin to help with pulling and retracting it.

Another option is a surgical procedure, which includes making a small incision in the region of the foreskin that is tight. The final option includes circumcision.

I would either way recommend you to meet a doctor who would examine the region and advice accordingly. But if you do not wish to do that right now, you could try to pulling technique.

Are you saying that you experience bleeding when the foreskin retracts? If yes, then please avoid retracting the foreskin and visit a doctor.

But if you were asking whether you will bleed of the foreskin retracts, then the answer is No. You should not normally bleed when this takes place sir. If at all you do experience a bleed, please visit a doctor to avoid chances of an infection.
