Question: Can you please tell me what these bumps are? Test have confirmed they are not sexually transmitted

I saw the picture sent by you. Further more details would help to interpret better.
1. Are you sexually active?
2. How long you have these bumps?
3. Are they confined to a particular part of your body or generalized?
5. Are the itching, irritate or painful?

Sexually transmitted diseases are more than 25 in number and caused by various organisms including virus, bacteria, fungus and parasites. All the STDs can not be screened by blood test. Certain needs tests on vaginal discharge, urine examination and culture tests. Certain STDs can be diagnosed only by examination (close inspection) and sometimes by biopsy.
The possibility of Molluscum contagiosum and vesicles of Herpes simplex strike my mind on seeing the picture.
Consult a Dermatologist and get cured fast.

I've been sexually active for 5 years. Ive had the bumps for a little over a month with them occuring and reaccuring. I have no symptoms ans hardly realize they are there

The bumps are also just on my thigh and nowhere else

Bumps persisting for more than a month is unlikely to be due to Herpes Simplex infection. These are likely to be due to Molluscum Contagiosum, another STD (when it is present in and around genitals) for which there is no specific blood test is available. It can be easily cured by needling or chemical cauterization.
