Question: Hey i woke this morning with a bump that feels like a pimple under the skin on the underside of my penis kinda on the scotom when not erect. I think its from masturbation

Based on the facts of your query,the bump which appeared overnight, seems to be a furuncle of the scrotal skin.
As this scrotal pimple being grown overnight, could be from masturbation,pulling the hair follicles of the scrotal skin, as rightly judged by you.
Pull and infection of the hair follicles around base of penile shaft during masturbation over last few days, has lead to the boil of the hair follicle.
A recent shaving of the private part could also lead to such a boil on the scrotum under the penis.
Investigations -to fix the cause-
I would suggest you to have Second Consultation from your GP doctor.
Lab investigations for diabetes needs to be kept in mind if it recurs in time to come
Remedy suggested-
take antibiotics and anti-inflammatory if it grows and leads to abscess.
