Question: For the last week I have this itchy in my rectal on the outside it looks like rash. I have tried different cream and no luck. ca you suggest a cream or a solution

I have gone through your query.
It is difficult to comment on the rash without examination, kindly upload the photos if possible for better assessment.
Presently I would suggest you not to itch, wash the area with cool water and use mild soap like dermadew, tap it dry with towel. Wear loose fitting undergarment. I would not advice you to apply cream without consulting doctor.
