Brief Answer:
It is haemorrhoids

Detailed Answer:
Hello, Thank you for posting your question on HealthcareMagic.
The rash that you are describing sounds like haemorrhoids or piles.
If it is painful I would recommend you to sit in a tub of XXXXXXX warm water twice a day .
Avoid getting constipated ,drink a lot of water and have high fibre diet .
You could also use a laxative like duphalac.
Please apply 1 percent Hydrocortisone cream around the anus .
If symptoms are not relieved by the above mentioned measures see a general surgeon.
Hope this helps
Best wishes

This is not hemorrhoids. There is no distension of blood vessels, not protrusions or swelling of any sort. It is a flat rash approximately 3 inches x 3 inches. See original description and please try again.

Brief Answer:
Ok

Detailed Answer:
Hello again, but you did say it is an elevation right?
If it is only a flat lesion which is bleeding it could be an infected area .
I would recommend you send a picture of it if possible.
Apply Natifloxacin ointment locally twice a day for 10 days.
And continue to sit in a tub of XXXXXXX warm water.
Best wishes
