Brief Answer:
Possibility of either skin tag or Sentinel pile

Detailed Answer:
Hi
Welcome to Healthcaremagic
Greetings of the day
Dear Ms

From the description given its is likely to be either

1. Skin tag

2. Sentinel pile : It is not related to pile in general. It is excessive growth of skin seen at site of previous anal fissure

Exact diagnosis will however depend on clinical examination. Providing a clinical photograph will be helpful for arriving at definite cause .
